Bronx Overall Economic Development Corporation

Drafted and negotiated 16 grant agreements disbursing over $5.6 million funding a wide array of construction, entrepreneurship, and job training projects

Drafted and negotiated loan documents and closed 6 commercial loans for an aggregate principal sum of almost $1 million funded under Bronx Empowerment Zone Small Business Revolving Loan Fund and Bronx Environmental Revolving Loan Fund.

Long Island Fund for Sustainable Development, Inc., an affiliate of Sustainable Long Island, Inc.

Served as consultant to organization which provides loans and other types of financial assistance to businesses and community-based non-profit organizations located in economically distressed communities in Nassau and Suffolk Counties. Developed systems for tracking loan portfolio performance and compliance with underwriting conditions for entity certified by United States Department of the Treasury as a Community Development Financial Institution and a Certified Development Entity.

Banana Kelly Community Improvement Association, Inc.

Served as member of team that negotiated collective bargaining agreement with union representing building superintendents and porters

Represented the corporation in legal and administrative proceedings before National Labor Relations Board, New York State Labor Relations Board, and other government agencies

Town of North Hempstead Community Development Agency

Participated in formulation of urban renewal plan and related request for proposals process that will lead to development of over 200 residential units, 45,000 square feet of retail and office space, and a 3,000 square foot park.

Developed template loan documents and closed approximately 20 home improvement loans in an aggregate principal sum of nearly $500,000 to low-and-moderate income homeowners.

Drafted guidelines for implementation of model program to reduce illegal housing and occupancy and to foster smart growth principles in redevelopment of major retail corridor, utilizing special powers granted under state law.

BioPartners at Lake Success, Inc.

As in-house counsel and Assistant Secretary to non-profit collaborative effort on the part of local governments, private companies, and non-profit organizations to attract life sciences companies to Nassau County, Andrew Hyman:

    Participated in the formulation of requests for proposals and inter-organizational memoranda of understanding implementing training program for emergent life sciences companies workers funded with $252,960 Earmark Grant from Employment and Training Administration of the United States Department of Labor

    Prepared agendas and resolutions for, and minutes of, meetings of board of directors

    Drafted and negotiated professional services agreements and transactional documents.

Town of North Hempstead Business and Tourism Development Corporation

Drafted guidelines and application for program providing financial assistance to municipalities and not-for-profit corporations for streetscape improvements, street furniture and landscaping to beautify and revitalize downtown retail corridors.

Responsible for implementing plan to offer commercial real estate and mortgage brokerage services, with the expectation of eventually serving as Managing Broker.

Brooklyn Economic Development Corporation

Represented lender in drafting and negotiating loan documents and closing $50,000 Regional Economic Development Assistance Corporation (REDAC) loan for machinery and equipment and working capital.

Manhattan Borough Development Corporation

Reviewed loan documents and drafted opinion of counsel for two $500,000 advances by United States Small Business Administration to client under SBA Micro-Loan Program.

Local Development Corporation of East New York

Successfully secured capitalization of $100,000 revolving loan fund from institutional lender; researched legal questions pertaining to issues involving collection of business improvement district charges.

East Williamsburgh Valley Industrial Development Corporation

Conducted workshops on characteristics and procedures for forming different business entities.

Northeast Brooklyn Community Capital Corporation

Composed application for Community Development Financial Institution funds to capitalize small business revolving loan fund.

Long Island City Business Development Corporation

Drafted standard form contract for Wa$teMatch Program.

Represented lender in drafting and negotiating loan documents and closing micro-loan.
